 1950年代，中國撫順。當年參加過反戰同盟的春田告知戰犯管理所所長潘云，他收養的女兒潘婷是在押戰犯伊藤在戰時失散的孩子。潘云聞訊，心情十分難過，畢竟難以割舍多年的養育之情。痛定思痛，他還是委托春田回國后打探潘婷生母的下落，以使其骨肉團聚。戰犯管理所本著人道主義管理方針，對所有在押戰犯進行著細致艱苦的改造工作，由于受軍國主義思想毒害較深，加之原日軍師團長伊藤弘一盅惑唆使，不少戰犯尋釁滋事、拒絕改造。管理人員本著攻心為上，用大量的事實證明以使其認清，侵略者對中國人民所犯下的滔天罪行。通過不懈地努力，大部分戰犯丑惡污濁的靈魂慢慢開始凈化......本片獲第四屆金雞獎最佳攝影、錄音、服裝等諸多獎項。
