1948年，東北全境解放，敵人的破壞活動也隨之而來。治安處接到情報，一個叫李天民（呂班 飾）的敵特潛入本市，處長(方熒 飾) 和張隊長（張平 飾）立即布置人員抓捕。在審訊中，李天民避重就輕，拒不交待實質問題。不久，在一個送牛奶的孩子所送牛奶的瓶塞上發現了端倪，他將空瓶交給了另一個特務周少梅（羅泰 飾）所有一切都被我偵察人員掌握，此時周少梅判斷李天民可能出了問題，怕引火燒身，他把小孩殺掉滅囗。我偵察人員充分發動群眾，給隱藏的敵人造成很大的心理壓力，好多受蒙蔽的人員紛紛給公安人員提供破案線索。敵人終于沉不住氣了，完全陷入了人民戰爭的天羅地網......
